Why We Built the ICD 705 Foundations Series

Every time we finish a consulting engagement, we walk away thinking about the twenty other project teams facing the same questions we just spent three months answering. They are not going to hire us. Most of them do not need to. But they do need a shared understanding of ICD 705 that they do not currently have, and the gap costs them time, money, and sometimes an accreditation.

That gap is what we spent the last year building for.

The ICD 705 Foundations Series is live at psc-consultant.com/on-demand-education. Eight on-demand modules. About five hours of content. Built for the person who needs to be conversant in secure facility work without being credentialed in it.

Here is the sentence that shaped what we made: secure facility projects don't usually struggle because teams aren't capable. They struggle when understanding isn't shared. That is not a marketing line. It is what we have observed on every engagement. The people on the project are smart. The problem is that policy, security execution, and construction all speak slightly different languages, and no one in the room has the vocabulary to translate cleanly.

The Series is our attempt to give the broader project team that translation. Not to make anyone a security professional. Not to substitute for the AO, the CTTA, or the SSM. Just to give the project manager, the architect, the engineer, the superintendent, the owner, and the capture team enough working knowledge that they can participate confidently in the conversation.

Eight modules walk through the full arc of early-phase ICD 705 work.

Module 1, ICD 705 Introduction, walks through where the standard came from and how the policy stack fits together. Module 2, SCIF Facilities Overview, covers the four permanent categories, the compartmented area exception, and the four construction methods. Module 3, Key Stakeholders, breaks down the AO, the CTTA, the SSM, and how the broader project team fits around them. Module 4, Analytical Risk Management Process, teaches the one mechanism in ICD 705 that lets you justify anything above or below baseline.

Module 5, Security in Depth, shows how the layers outside the wall decide what has to happen inside. Module 6, Construction Security, walks through the U.S. Embassy Moscow lessons and what they turned into in the standard. Module 7, Construction Security Plan, covers writing, submitting, and maintaining a CSP that actually works. Module 8, Planning and Budget, gets into the concrete cost ranges and the drivers that make the number move.

The runtimes are 21 to 45 minutes each, roughly five hours total. Everything is on demand. You can watch a module during a lunch break or work through the whole Series over a weekend.

It is worth being clear about what the Series is not.

It is not a certification. There is no proctored exam, no formal credential, no letters after your name. If you need one of those, we would point you to a different program.

It is not a checkbox course. If someone in your organization mandated compliance training, this is not the version we would design for them. This is education for people who actually want to understand the material.

It is not fear-based. We do not use worst-case scenarios to sell the value. The material stands on its own.

It is not a substitute for consulting. If your project is complex, high-consequence, or already in trouble, the right move is still a call with a subject matter expert. The Series raises the floor for the whole team. It does not replace the specialist.

Here is what you get. The eight modules. with updates as the standard and our understanding evolve. About five hours of curated content that we personally chose, wrote, and recorded. A PSC Certificate of Completion when you finish all eight, marking that you completed the Series (not that you are certified).

Here is why we are excited. Consulting scales one project at a time. We can only be in so many rooms. This changes that. We built this for the same reason we started PSC in the first place. The industry has smart people who could do this work well if they had the right foundation. The Foundations Series is Series one. It is not the whole picture, and it was never meant to be.

The TEMPEST module launches as a standalone in January 2027. TEMPEST is technical enough that it deserves its own treatment, and we wanted to get the Foundations right before layering TEMPEST on.

The ICD 705 Construction Series bundle launches in early 2027.
