Looking for SCIF or SAPF Space to Rent? DoD Policy Says You Have to Check First

Before a new SCIF or SAPF can be approved, DoD policy requires more than just a mission need. As part of the concept approval process, organizations must confirm that existing accredited space cannot support the requirement.

The DoD SCI Administrative Manual is explicit:

“Concept approval certifies that a clear operational requirement exists for the SCIF and there is no existing SCIF to support the requirement.”

This requirement applies across the DoD, including contractor SCIFs under DIA as the Cognizant Security Authority (CSA). In practical terms, that means organizations are expected to look for available SCIF or SAPF space before requesting approval to stand up new facilities. Supporting DoD planning guidance reinforces this by requiring justification for why existing accredited space will not meet mission needs.
