The ICD-705-Construction-Security course provides a working understanding of why protecting a SCIF project during construction is as critical as the finished product itself, and what the controls required by ICD 705 actually look like in practice. This course is designed for individuals who participate in or oversee SCIF construction activities and need to understand the documentation, site controls, personnel management, and material procurement that protect a project from compromise. Students will gain a detailed understanding of the U.S. Embassy Moscow case study (from the 1969 Agreement for the Exchange of Sites through the Cold War-era construction that turned the entire structure into an “eight-story microphone,” the discovery of magnetometers hidden in IBM Selectric typewriters between 1976 and 1984, and the eventual $300 million Top Hat rebuild) and why that history drives every modern construction security standard. The course covers stakeholder responsibilities for construction security, document handling and need-to-know control on construction drawings, site security control measures (perimeter barriers, vehicle inspection zones, badge enforcement, tamper detection seals, random searches), and material procurement and control including federal acquisition implications for federal facilities. It also addresses the practical realities of running a secure construction site, the SSM’s reporting obligation for CSP violations within 72 hours, and the role of cleared American guards when required. By the end of the course, participants will be better prepared to recognize construction security risks on a project, understand the documentation and controls required to manage those risks, and coordinate construction security activities across the project team.
