The Construction Security Plan course provides a working understanding of the document that governs how a SCIF or SAPF project is protected during design, construction, and accreditation, including how to write it, when to submit it, and how to keep it current as the project evolves. This course is designed for individuals who develop, review, implement, or follow CSPs on secure facility projects. Students will gain familiarity with what a CSP is and where it came from (the move away from the inconsistent pre-ICD 705 era and the legacy DCID 6/9 standards), the formal requirement under ICD 705 for AO approval before construction begins, and the February 2025 DIA memorandum that reiterated the 30% design milestone for CSP submission on DoD and defense contractor SCIFs accredited or co-utilized by DIA-accredited programs. The course walks through who owns the CSP (the SSM, in collaboration with the AO), the practical reality that many SSMs are new to the role and lean on ICD 705 consultants or experienced general contractors for early drafts, and the section-by-section structure of a CSP using the ODNI’s template (SSM identification, project description, CSA and AO, location, schedule, and the security protective measures themselves). It also covers the living-document nature of a CSP, the revision history requirements, and what happens when revisions need AO approval. By the end of the course, participants will be better prepared to understand the role of the CSP in their projects, contribute to CSP development discussions, recognize when and how the CSP needs to be updated as site conditions evolve, and avoid the worst-case outcome where a project starts construction without an approved CSP and risks never being accredited.
